Publications

1.) Environmental Policy and Law, which has been published under the auspices of ICEL since 1975, encourages the development and exchange of information and experience on all legal, administrative and policy matters relevant to environment and sustainable development. The bi-monthly publication monitors international, regional and national affairs. A "Selected Documents" section includes previously unpublished texts and important UN resolutions and decisions.

2.) ICEL prepares three loose-leaf collections which together cover the entire spectrum of international environmental law and policy:

2.A) International Environmental Law: Multilateral Treaties, published in cooperation with the IUCN Environmental Law Centre. This compendium now comprises 8 volumes, containing over 350 instruments in English, French and (where applicable) German or Spanish. Supplements are published several times per year, as required.

2.B) International Environmental Soft Law, published since 1992. This is a compendium of texts which, while not legally binding for States are acknowledged to be at least morally binding. There are two supplements annually.

2.C) Conservation in Sustainable Development, directed by ICEL since 1995. This work is a collection of environmental policy documents and inter alia includes the decisions and action plans that implement Agenda 21. These legal and administrative decisions are positioned between the hard law of treaties and the soft law of policy decisions. Five or more supplements appear each year.

3.) ICEL is about to relaunch the monthly newsletter Environmental Notes for Parliamentarians in English and French. This provides Parliamentarians around the world with brief but regular references to current developments in environmental policy. Nearly 3000 Parliamentarians benefited from this service.
